According to the U.S Census Bureau, the poverty level exploded in 2007. It increased from 11.4% of the population in 2000 to 15.6%, representing a total of 26, 240 people. 11,041 Muskegon residents live in extreme poverty, which is defined as a yearly income of less than half the poverty threshold ($10, 325 for a family of four). The median income in Muskegon County is $39,009 as of 2007. The working poor in Muskegon County comprise 1 in 5 people, with another 20,000 who are one medical emergency or missed mortgage payment away from falling into this group.

"Michigan, relative to the nation, appears to be doing the worst. The only state where poverty actually increased was Michigan," states Amy Rynell, director of the Chicago-based Heartland Alliance Mid-American Institute on Poverty.
